The founding witness exemption

Seal #0001 and the Founding Creator seals (#0005–#0104) may witness before holding Standing 25 and being witnessed twice. Nothing else about witnessing changes.

A member's first two witnesses may not both come from seal #0001.

It ends by itself once 20 members have qualified under the normal rule, with at least one witness not made under it — and stays ended.

It decides only who may witness. A witness made under it moves Standing exactly as any other.
